Unisco il documento dell’International Movement We Are Church, di cui “Noi Siamo Chiesa” fa parte, diffuso ieri appena prima del nuovo caso comparso sul New Jork Times di oggi. Esso denuncia le responsabilità del Vaticano (testo in neretto) in un sistema che, salvo eccezioni, ha pensato a nascondere i fatti e a gestirli internamente, penalizzando gravemente le vittime degli abusi sessuali sui minori.

“Piuttosto che ricercare le cause di questo grave problema in fattori esterni, la Chiesa dovrebbe urgentemente e seriamente occuparsi delle proprie strutture, senza alcun pregiudizio e senza paura. La sua credibilità è ora messa molto seriamente in discussione” ha detto Raquel Mallavibarrena, Presidente dell’International Movement We Are Church in relazione alla Lettera del Papa alla Chiesa cattolica irlandese, firmata da Benedetto XVI il 19 marzo e resa pubblica il 20.

E’ criticabile che il Papa non voglia considerare le strutture ecclesiastiche responsabili per gli abusi sessuali dei bambini ma piuttosto addebitarne la responsabilità sui “troppi rapidi cambiamenti della società” e sui “ modi di pensarla ed organizzarla” E’ anche inaccettabile che egli parli di una falsa lettura del Concilio Vaticano II e dei suoi programmi di rinnovamento.

Il Papa accusa la società di aspettarsi troppo dai membri del clero sui problemi etici, si richiama poi al “mistero del presbiterato” come valore di fondo, dichiarando che i preti devono essere considerati come un “tipo speciale” di uomini.

Questo documento papale indirizzato ai vescovi d’Irlanda non riesce a soddisfare i fedeli e tanto meno le molte migliaia di vittime che chiedono le dimissioni dei responsabili e riforme strutturali. Non è poi sufficiente- come fa il Papa nella Lettera- raccomandare i tradizionali esercizi spirituali ma senza fare riforme di fondo.

Le forti parole del papa ai cattolici irlandesi non possono nascondere il fatto che anche il Vaticano è responsabile. La Lettera “De delictis gravioribus” firmata il 18 maggio 1981 dal Card. Joseph Ratzinger, prefetto della Congregazione per la Dottrina della Fede (CDF) e da Tarcisio Bertone (segretario dello stesso Uffici) è in materia particolarmente importante perchè non invita i vescovi a deferire i crimini alle autorità civili. Inoltre essa impone il “segreto pontificio” (“secretum pontificium”) su queste questioni.

A partire dalle migliaia di casi, particolarmente in Irlanda e negli Stati Uniti, si pone la questione se il numero di 3000 casi in 50 anni, come dichiarato dal rappresentante della CDF il 13 marzo, sia plausibile. La CDF dà l’impressione di falsare i dati quando parla di soli 300 casi di pedofilia “in senso stretto” ( perché relativi a vittime minori di 14 anni) Gli altri casi sono definiti come di efebofilia. Ma questi casi dovrebbero portare a condanne per pedofilia in senso stretto.

La “linea della tolleranza zero” contenuta negli ultimi documenti e in USA e indicata dal Papa non è esplicitamente menzionata nella Lettera. I vescovi della Chiesa cattolica romana dovrebbero essere moralmente obbligati a seguirla.

Il movimento per la riforma della Chiesa considera essenziale un cambiamento nell’insegnamento della Chiesa sui problemi del sesso. Questa revisione deve comprendere la messa in discussione del celibato obbligatorio del clero nella Chiesa latina, come è già stato suggerito anche da vescovi e da cardinali. Anche se non c’è un rapporto diretto tra il celibato obbligatorio e la violenza sessuale, la legge del celibato obbligatorio è espressione visibile della diffidenza dell’uomo di Chiesa maschio nei confronti della sessualità e delle donne. La mancanza di modi di funzionamento collegiali e democratici è pure un problema di cui occuparsi perché le strutture diventino credibili e partecipate da tutto il popolo di Dio. Solo quando questi problemi saranno riconosciuti e affrontati, la Chiesa diventerà credibile e potrà andare nella direzione del perdono e della riconciliazione.

In questa Quaresima, la Chiesa è invitata a pentirsi e a riformarsi in modo che il Regno di Dio annunciato da Gesù di Nazareth diventi più visibile nelle sue strutture.

"Rather than look for external causes of this very serious problem, the Church should urgently take a deep look at its own structures, without any prejudice or fear. Its credibility is very much in question at this moment.” said Raquel Mallavibarrena, Coordinator of the International Movement We are Churchas a first response to the letter of the Pope to the Catholic Church in Ireland, signed by Benedict XVI on March 19, 2010 and published on the 20^th.

It is deplorable that the Pope is not willing to hold ecclesiastical structures accountable for "the disturbing issue of sexual abuse of children”, but rather shifts the guilt to social trends such as “fast-paced social change” and “ways of thinking and assessment of secular realities”. To cite a "false reading" of the Second Vatican Council and its "program of renewal” as one of the causes, is outrageous.

The Pope accuses society of expecting too much from members of the clergy, in ethical terms, yet summons "the mystery of the priesthood" as a superior calling, effectively establishing that priests are to be considered as a special kind of human being.

This papal document addressed to the Irish bishops will not satisfy the faithful nor the many thousands of victims who demand resignations and structural reform. It is not enough to recommend as "concrete initiatives" traditional spiritual exercises, but no structural reforms.

The strong words of the Pope to the Catholics of Ireland cannot hide the fact that the Vatican is also responsible. The letter "De delictis gravioribus" signed on May 18^th, 2001 by the then Cardinal Joseph Ratzinger, prefect of the Congregation for the Doctrine of Faith (CDF), and by Tracisio Bertone, secretary of the same board, is particularly important in this matter, as it does not invite the Bishops to report crimes to civil authorities. Indeed, it imposes a "pontifical secrecy" ("secretum pontificium") about these questions.

Thus, bishops and nuncios were only following Vatican directives, even though this does not excuse them from not exercising pastoral care. The fact that so many followed Vatican directives, however, does make the Vatican complicit and responsible for the cover-up of sexual abuse. In view of these facts, the Pope should seek forgiveness from the Church, making a new beginning possible.

Given the thousands of cases, particularly in Ireland and the United States, the question must be raised whether the number of 3,000 accusations in 50 years, as published by a representative of the CDF on March 13, 2010, is plausible. The CDF gives a false impression when it speaks of "only" 300 cases of pedophilia "in the strict sense" (defined as up to 14 years). The other cases are accusation of "sexual attraction to adolescents". These should be condemned as seriously as strict pedophilia.

The "zero-tolerance-policy" in earlier statements and applicable in the USA demanded by the Pope, is not mentioned explicitly in the letter. The bishops of the Roman Catholic Church are morally obliged to follow this.

The Catholic reform movement considers a review of the Church's sexual teaching essential. This must include the question of mandatory celibacy in the Latin Church, which has already been suggested even by bishops and cardinals. Even if there is no simple causal relationship between mandatory celibacy and sexual violence, the law of mandatory celibacy is a visible expression of the hostility of a male church against sexuality and women. The lack of collegial and democratic structures as a means of making the ecclesial structures accountable to the laity is also a problem that should be taken into account. Only when the structural problems are acknowledged and addressed can the Church become credible and bring about forgiveness and reconciliation.

In this Lenten season, the institutional Church is summoned to repent and reform so that the Reign of God announced by Jesus of Nazareth, can be made more visible in the structures of the Roman Catholic Church.
